Guide to Guarantee Freedom of Expression Regarding Deliberate Disinformation in Electoral Contexts

This guide, developed by The Office of the Special Rapporteur for Freedom of Expression (RELE) in coordination with the Department of Electoral Cooperation and Observation of the Organization of American States, addresses disinformation as “the mass dissemination of false information, (a) to mislead the public and (b) aware that such information is false”. The document provides a theoretical framework for addressing this phenomenon and a systematization of Inter-American human rights standards that states should follow when providing responses in this area. It also includes a list of recommendations for the different players involved in the fight against this phenomenon.
